1. Exempt Review Categories

Based on KEPPKN 2017 Guidelines (and some modifications), to be classified as exempt, research must involves only procedures or be a type of research listed in one or more of the following categories:

• Category 3 – Research conducted in established or commonly accepted in educational settings, involving normal educational practices, such as:
  1. Research on regular and special educational instructional strategies, or
  2. Research on the effectiveness or comparison among instructional techniques, curricula, or classroom management methods.

• Category 4 – Research involving the use of educational tests (cognitive, diagnostic, aptitude, achievement), survey procedures, interview procedures, or observation of public behavior, except:
  1. Any recorded information that make a subject easily identified (directly or indirectly/linked), and
  2. Any disclosure of identities and answers that can reasonably place subject at risk (criminal, civil liability, financial, employability, reputation).

• Category 6 – Research involving the collection or study of existing data (secondary research), such as documents, record, or pathological specimens, or diagnostic specimens, or biological materials, if these sources are publicly available or if the information collected recorded by the researcher in such a way that the subject can not be identified directly or indirectly.
  1. To qualify for exemption, research materials must be de-identified prior to research activities.
  2. If there is a code used to identify the subject, then this research is not exempt.

• Category 7 – Research and demonstrations conducted by Department or Institution, and designed to study, evaluate, or assess the benefits of public programs or services, and other items identified in the regulation. The service program must be carried out under a specific government authority and there is no significant physical invasion or intrusion on the privacy of the subject.

A Limited Review for Certain Categories of Exemption (Exempt Review) can not be applied, if:

• Identification and disclosure of subject’s data may result in serious consequences for the subject, or
• Survey/interview/FGD containing invasive or sensitive questions that may cause discomfort and increase risk, or
• The selected or appointed subject is a public official or candidate for public official, or
• The law requires without exception that the confidentiality of personal information is maintained through research and thereafter.

2. Expedited Review

To determine that a research requires expedited review, it must meet one of the following categories (KEPPKN 2017 Guidelines with modifications):

• Category 4 – Data Collection from subjects over 18 years old using non-invasive procedures

• Category 6 – Research on individual or group behavior or individual characteristics, such as study of perception, cognition, game theory, or test development, that does not manipulate behavior and does not cause stress to the subject.

If Chair determines that a research involves more than minimal risk (even if the study meet one of the categories), the research should be reviewed under Full Board Review.
